Maybe this song is Harry talking about hinself from the perspective of a fan, as they (the fan) was living a fantasy/daydreaming and imagining Harry as the perfect man who “everyone thinks about”. Just an idea.
For me, Harry uses the pronoun “She” to talk about insecurity or anxiety. I don’t think it’s a person. That’s why he says that he sees “her” in his dreams and that he always think about “her”, he doesn’t know who “she” is or why “she’s” there but “she’s” everywhere. He even pretends that “she’s” not here and try to escape “her” by taking a boat. For me it makes more sense if “She” was not a woman but a fear or insecurity. That’s what I think.
